This function uses androids text2Speach to output any text as a spoken words.
Via UDP these texts can be sent directly, for KNX they must be set in WOLi
In the Speak-settings these texts can be added via the menu.
A unique ID must be assigned to each text.
By selecting an existing text, it can be edited or deleted
